CCTS Governance Architecture

Administered under the Greenhouse Gases Emission Intensity Target Rules, 2025

National Steering Committee

Co-chaired by the Secretary, Ministry of Power (MOP) and Secretary, Ministry of Environment, Forest and Climate Change (MoEFCC). The committee governs formulation of targets, rules of transaction, and registry integration.

Bureau of Energy Efficiency (BEE)

Serves as the central Administrator of the Indian Carbon Market. BEE allocates baseline GHG emission intensity targets per sector, verifies annual reports, and directs the registry operator for carbon credit issuance.

Grid Controller of India Ltd

Appointed as the official Registry Operator of the Greenhouse Gases (GHG) reduction ledger. Grid Controller of India registers accounts, records credit transactions, and executes security auditing procedures.

Regulatory Commission (CERC)

The Central Electricity Regulatory Commission regulates CCTS credit trading across centralized exchanges, overseeing market mechanics, market stability indexes, and audit clearing.

Issued to designated consumers that outperform their sector-specific emission intensity targets (tCO₂e per tonne of physical product). Evaluated across core industries including Steel, Cement, Aluminium, and Fertiliser.

UNFCCC CDMStandard: Article 12 / 6.4

Certified Emission Reductions (CERs)

Credits generated under the Kyoto Protocol Clean Development Mechanism (CDM) or transitioned to the Article 6.4 mechanism of the Paris Agreement. Commonly backed by wind, solar, and hydro grid expansions.

Verified Carbon Units (VCUs)

Certified carbon reductions managed under the Verified Carbon Standard. VCUs cover agriculture, forestry conservation (REDD+), waste methane mitigation, and advanced energy efficiency conversions.

GS Verified Emission Reductions

Offset units focusing heavily on co-benefits and positive Sustainable Development Goal impacts (such as gender equality, local employment, clean drinking water access, and eco-restoration).
